Louisiana’s statewide code is the Louisiana State Uniform Construction Code (LSUCCC). La. R.S. 40:1730.28(A)(3)(a) mandates adoption of the International Residential Code, and LAC Title 17 Section 107 currently adopts the "International Residential Code, 2021 Edition, not including Parts I-Administrative, and VIII-Electrical," mandatory "only with respect to new construction, reconstruction, additions to homes previously built to the International Residential Code, and extensive alterations." The Council’s amendment package rewrites IBC Section 1609.2, Protection of Openings: "In wind-borne debris regions, glazing in buildings shall be impact resistant or protected with an impact-resistant covering meeting the requirements of an approved impact-resistant standard or ASTM E 1996 and ASTM E 1886 referenced herein as follows: a. Glazed openings located within 30 feet (9144 mm) of grade shall meet the requirements of the large missile test of ASTM E 1996. b. Glazed openings located more than 30 feet (9144 mm) above grade shall meet the provisions of the small missile test of ASTM E 1996." No LSUCCC amendment to IRC Section R301.2.1.2 (protection of openings) appears in the published code, so the unamended IRC provision governs one- and two-family dwellings. The 2005 emergency wind and flood mitigation requirements for Calcasieu, Cameron, Vermilion, Iberia, St. Tammany, Orleans, Jefferson, St. Bernard, Plaquemines, Terrebonne and Lafourche parishes were time-limited on their face - La. R.S. 40:1730.27(B): "Emergency wind and flood building requirements adopted in this Section shall remain in force until January 1, 2007."
