A licence or registration is needed when a contractor contracts, bids or performs work where the total project value including labor and materials exceeds the minimum threshold for the licence type. The Council’s amendment package rewrites IBC Section 1609.2, Protection of Openings: "In wind-borne debris regions, glazing in buildings shall be impact resistant or protected with an impact-resistant covering meeting the requirements of an approved impact-resistant standard or ASTM E 1996 and ASTM E 1886 referenced herein as follows: a. Glazed openings located within 30 feet (9144 mm) of grade shall meet the requirements of the large missile test of ASTM E 1996. b. Glazed openings located more than 30 feet (9144 mm) above grade shall meet the provisions of the small missile test of ASTM E 1996." No LSUCCC amendment to IRC Section R301.2.1.2 (protection of openings) appears in the published code, so the unamended IRC provision governs one- and two-family dwellings. The 2005 emergency wind and flood mitigation requirements for Calcasieu, Cameron, Vermilion, Iberia, St. Tammany, Orleans, Jefferson, St. Bernard, Plaquemines, Terrebonne and Lafourche parishes were time-limited on their face - La. R.S. 40:1730.27(B): "Emergency wind and flood building requirements adopted in this Section shall remain in force until January 1, 2007."
