AS 08.18.011(a): "A person may not submit a bid or work as a contractor until that person has been issued a certificate of registration as a contractor by the department." AS 08.18.011(b): a general contractor may not contract with or allow a person required to be registered to work for it as a specialty contractor unless that person is registered as a specialty contractor. AS 08.18.025(a): "A general contractor may not undertake the construction or alteration, or submit a bid to undertake the construction or alteration of a privately-owned residential structure of one to four units ... without a residential contractor endorsement", where "alteration" means changes worth more than 25 percent of the value of the structure being altered.

No minimum job value exempts a contractor from registration - registration is required before submitting any bid or doing any work (AS 08.18.011(a)). The $10,000 figure defines the handyman category only: the reduced $5,000 bond applies "When contractor whose contract price is <=$10,000 (Handyman)".

Surety bond required under AS 08.18.071, in the amount set by category: General Contractor $25,000; General Contractor with Residential Contractor Endorsement $20,000; Mechanical Contractor $10,000; Specialty Contractor $10,000; Handyman (contract price $10,000 or less) $5,000. A cash deposit or time certificate of deposit may be filed in lieu of the bond. The bond must remain continuously in effect for 3 years. Public liability and property damage insurance is also required under AS 08.18.101 in at least $20,000 for property damage, $50,000 for injury/death to one person, and $100,000 for injury/death to more than one person. Workers' compensation proof is required if the business uses employee labor or is a corporation or LLC.

The Division of Fire and Life Safety is the State Building Official. "Construction, repair, remodel, addition, or change of occupancy of any building or structure, and installation or change of fuel tanks, must be approved by the State Fire Marshal before any work begins. Exemption: Residential housing that is three-plex or smaller is exempt from this requirement." Authority: AS 18.70.080 and 13 AAC 50.027. Named deferred jurisdictions (including Anchorage, Fairbanks, Juneau, Kenai, Ketchikan, Kodiak, Palmer, Seward, Sitka, Soldotna and Central Mat-Su FSA) handle plan review locally.
