Garage door rules in St. Tammany Parish, Louisiana

St. Tammany Parish follows Louisiana state licensing law, and the county or its cities issue the building permit for the job. Below: the state rule, the places inside the county, and live local coverage.

Licensing in Louisiana

Louisiana licenses by project value: home improvement work over $7,500 needs a Home Improvement registration and residential work of $50,000 or more needs a Residential licence, with no garage-door-specific classification.

Licensing authority
Louisiana State Licensing Board for Contractors (LSLBC) — official site
State licence required?
A licence or registration is needed when a contractor contracts, bids or performs work where the total project value including labor and materials exceeds the minimum threshold for the licence type. For home improvement on an existing residential structure, 'a home improvement registration is required' where the total project amount exceeds $7,500 but does not exceed $50,000; residential construction or home improvement of $50,000 or more requires a Residential licence. A home improvement contractor may not perform structural work integral to structural integrity.
Licence classification
S.2 — Carpentry - the construction, maintenance, or repair of rough and finish carpentry and/or millwork details
S.7 — Glass, Glazing, Store Fronts, Metal Partitions, Panels and Siding (includes doors) details
Note — No LSLBC classification specifically names garage doors or overhead doors; the Carpentry (S.2) and Glass/Glazing (S.7) specialty classifications are the nearest listed scopes.
Threshold
$7,500 (Home Improvement registration), $50,000 (Residential licence for residential construction or home improvements), $50,000 (Commercial building construction), $10,000 (commercial electrical/mechanical/plumbing)
Bond / insurance
No surety bond is stated as a licensing requirement. Applicants 'must submit proof of insurance coverage before a license or registration can be issued', specifically General Liability (minimum $100,000) and Workers' Compensation, maintained continuously during licensure.
Permit for a garage door
La. R.S. 40:1730.28 requires adoption of the latest editions of the International Building Code, International Existing Building Code, International Residential Code, International Mechanical Code, International Plumbing Code, International Fuel Gas Code, International Energy Conservation Code and the National Electrical Code as the Louisiana State Uniform Construction Code, enforced by municipalities and parishes.
Wind load / code
Louisiana’s statewide code is the Louisiana State Uniform Construction Code (LSUCCC). La. R.S. 40:1730.28(A)(3)(a) mandates adoption of the International Residential Code, and LAC Title 17 Section 107 currently adopts the "International Residential Code, 2021 Edition, not including Parts I-Administrative, and VIII-Electrical," mandatory "only with respect to new construction, reconstruction, additions to homes previously built to the International Residential Code, and extensive alterations." The Council’s amendment package rewrites IBC Section 1609.2, Protection of Openings: "In wind-borne debris regions, glazing in buildings shall be impact resistant or protected with an impact-resistant covering meeting the requirements of an approved impact-resistant standard or ASTM E 1996 and ASTM E 1886 referenced herein as follows: a. Glazed openings located within 30 feet (9144 mm) of grade shall meet the requirements of the large missile test of ASTM E 1996. b. Glazed openings located more than 30 feet (9144 mm) above grade shall meet the provisions of the small missile test of ASTM E 1996." No LSUCCC amendment to IRC Section R301.2.1.2 (protection of openings) appears in the published code, so the unamended IRC provision governs one- and two-family dwellings. The 2005 emergency wind and flood mitigation requirements for Calcasieu, Cameron, Vermilion, Iberia, St. Tammany, Orleans, Jefferson, St. Bernard, Plaquemines, Terrebonne and Lafourche parishes were time-limited on their face - La. R.S. 40:1730.27(B): "Emergency wind and flood building requirements adopted in this Section shall remain in force until January 1, 2007."
