Garage door rules & licensing in Hawaii

A state licence is required. HRS 444-9: "No person within the purview of this chapter shall act, or assume to act, or advertise, as general engineering contractor, general building contractor, or specialty contractor without a license previously obtained under and in compliance with this chapter and the rules and regulations of the contractors license board." Garage door work is specialty (Type C) work. Licences renew by September 30 of every even-numbered year and active entity/sole-proprietor renewal requires a current DOTAX tax clearance.

$1,500, but with a large caveat. HRS 444-2(4) exempts "Any project or operation for which the aggregate contract price for labor and materials is not more than $1,500. This exemption shall not apply in any case where a building permit is required regardless of the aggregate contract price, nor where the undertaking is only a part of a larger or major project ... or in which a division of the project or operation is made in contracts of amounts not more than $1,500 for the purpose of evading this chapter or otherwise." So if the garage door job needs a permit, the licence is required at any price.

Counties adopt, amend and enforce the codes and issue building permits (HRS 107-28). Note: the Governor's 15th Emergency Proclamation Relating to Affordable Housing (signed September 23, 2025) temporarily suspends parts of HRS chapter 107, including the SBCC's ability to amend or update the state codes and the two-year county adoption deadline; counties may still update county building codes.

Hawaii is designed as a high-wind state and the State Building Code Council publishes the wind design inputs directly. Its Wind Maps page issues, for use with the State Building Code: "Hawaii Basic Wind Speeds for Risk Category I / II / III / IV Buildings and Other Structures_IBC 2018", "Hawaii County Ultimate Wind Speed IRC 2018", Kzt (topographic factor) maps for Hawaii, Honolulu, Kauai and Maui counties and for Molokai/Lanai, and Exposure Maps for each island. A garage door is a large wall opening and its design wind pressure rating must be established from these maps under the adopted IBC/IRC - confirm the specific site wind speed, exposure and Kzt with the county building department.
