A state licence is required. HRS 444-9: "No person within the purview of this chapter shall act, or assume to act, or advertise, as general engineering contractor, general building contractor, or specialty contractor without a license previously obtained under and in compliance with this chapter and the rules and regulations of the contractors license board." Garage door work is specialty (Type C) work. Licences renew by September 30 of every even-numbered year and active entity/sole-proprietor renewal requires a current DOTAX tax clearance.

$1,500, but with a large caveat. HRS 444-2(4) exempts "Any project or operation for which the aggregate contract price for labor and materials is not more than $1,500. This exemption shall not apply in any case where a building permit is required regardless of the aggregate contract price, nor where the undertaking is only a part of a larger or major project ... or in which a division of the project or operation is made in contracts of amounts not more than $1,500 for the purpose of evading this chapter or otherwise." So if the garage door job needs a permit, the licence is required at any price.

A garage door is a large wall opening and its design wind pressure rating must be established from these maps under the adopted IBC/IRC - confirm the specific site wind speed, exposure and Kzt with the county building department.
