Pennsylvania Office of Attorney General, Home Improvement Contractor Registration (registration); Pennsylvania Department of Labor and Industry (Uniform Construction Code) — official site

No state contractor licence. The Pennsylvania Department of Labor and Industry states that the Commonwealth of Pennsylvania currently has no licensure or certification requirements for most construction contractors or their employees, and that individual municipalities may set their own contractor licensing requirements over which the Commonwealth has no jurisdiction. Separately, anyone who owns or operates a home improvement business, or who offers, performs or agrees to perform home improvements in Pennsylvania, must REGISTER with the Office of Attorney General under the 2008 Home Improvement Consumer Protection Act.

$5,000. A contractor is exempt from Home Improvement Contractor registration if the total cash value of all of that person's home improvements is less than $5,000 during the previous taxable year. Large retailers with a net worth over $50 million are also excepted.

No bond is required for Home Improvement Contractor registration, but the application must include insurance policy information showing at least $50,000 of personal injury liability coverage and $50,000 of property damage coverage.

Under the Uniform Construction Code, 34 Pa. Code section 403.62, an owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a residential building, or to erect, install, enlarge, alter, repair, remove, convert or replace an electrical, gas, mechanical or plumbing system regulated by the UCC, must first apply to the building code official and obtain the required permit. Emergency repair or replacement of equipment may be made before applying if the application is submitted within 3 business days.

Pennsylvania’s Uniform Construction Code adopts the model codes by reference at 34 Pa. Code Section 403.21(a): paragraph (1) adopts "the provisions of Chapters 2-10, 12-29 and 31-35 of the 'International Building Code of 2021'" with listed exceptions, and paragraph (7) adopts "the 'International Residential Code of 2021'" subject to a closed list of stairway, smoke-alarm, stucco, venting and energy exceptions. IRC Section R301.2.1 (wind design) and Section R301.2.1.2 (protection of openings) are not among the provisions excluded or modified, so the unamended 2021 IRC wind provisions govern one- and two-family dwellings; the Department’s own adopted energy tables cross-reference "windborne debris regions where protection of openings is required by Section R301.2.1.2 of the International Residential Code." Pennsylvania publishes no separate statewide design wind speed - take the ultimate design wind speed from the IRC map and confirm the municipality’s completed Table R301.2(1) entries with the code official. The Pennsylvania Code website states it reflects Code changes effective through 56 Pa.B. 3438 (June 6, 2026).
