'Oregon law requires anyone who works for compensation in any construction activity involving improvements to real property to be licensed.' The CCB page lists only gutter cleaning, power/pressure washing for cleaning, debris clean-up and certain qualified real estate property managers as not requiring a licence. BCD also states that "Local permitting, zoning, land-use allowances, and alternate methods must be discussed exclusively with the local jurisdiction."
