Oklahoma does not license general contractors, carpenters or garage door installers at state level - the Construction Industries Board regulates only plumbing, electrical, mechanical, roofing, home inspection and inspectors - so garage door requirements are local.

State licence required?
There is no Oklahoma state licence for garage door installation or repair. The CIB regulates, through licensing, registration, inspection and enforcement, only 'the Plumbing License Law of 1955, the Oklahoma Inspectors Act, the Electrical License Act, the Mechanical Licensing Act, the Home Inspection Licensing Act, the Roofing Contractor Registration Act, and the Construction Industries Board Act' - i.e. plumbers, electricians, mechanical trades, home inspectors, building inspectors and roofing contractors. No general contractor, carpentry or garage door licence exists under the CIB. Local jurisdictions should be contacted for local requirements.
Permit for a garage door
The Oklahoma Uniform Building Code Commission sets the statewide minimum codes: its mission is 'to establish minimum statewide codes affecting or relating to the built environment for the protection of life and property, to be utilized throughout the state'. The codes it has adopted by reference (with state amendments) include the International Residential Code, International Building Code, IEBC, IFC, IFGC, IMC, IPC and the National Electrical Code.
Wind load / code
The Oklahoma Uniform Building Code Commission has adopted the International Residential Code, 2018 Edition, as amended, as the statewide minimum residential code (OAC 748:20-5-1). Wind speed is filled in locally: under the adopted Table R301.2(1), footnote "d" reads "The jurisdiction shall fill in this part of the table with the wind speed from the basic wind speed map [Figure R301.2(5)A]. Wind exposure category shall be determined on a site-specific basis in accordance with Section R301.2.1.4," and footnote "m" reads "In accordance with Section R301.2.1.2 the jurisdiction shall indicate the wind-borne debris wind zone(s). Otherwise, the jurisdiction shall indicate 'NO' in this part of the table." Oklahoma adds tornado provisions that touch garages directly: Section R323.2.1 - "For storm shelters, the minimum design wind speed for the entire State of Oklahoma shall be 250 miles per hour" - and Section R323.2.2, which requires an in-ground storm shelter installed in the floor of a garage to have its rim raised not less than 1 inch (25 mm) above the highest point of the adjacent garage floor, with the floor around the shelter sloping at a maximum of 1:8. The residential tornado appendix, Section X101.3 Wind design criteria, provides: "Modifying section R301.2.1 buildings and portions thereof shall be constructed in accordance with the wind provisions of this code using the ultimate design wind speed 135 mph" - prescriptive construction "meeting or exceeding a 135-mph wind event corresponding to an EF-2 tornado rating." OUBCC states that the rule text on its website is unofficial and that the official rules are published in the Oklahoma Administrative Code and the Oklahoma Register.
