Nebraska Department of Labor, Labor Standards - Contractor Registration — official site

Registration, not a licence. "All contractors doing business in Nebraska must register with the Nebraska Department of Labor." A contractor is "any person or business, including subcontractors and general contractors, who engage in or arrange for work on real property other than their own property," and construction includes "new work, alterations, reconstruction, installations, and repairs" - which covers garage door installation and repair. Nebraska Rev. Stat. 48-2104: "Before performing any construction work in Nebraska, a contractor shall be registered with the department." Annual registration fee rises to $40.00 effective August 1, 2026. There are no trade classifications - one registration covers all construction work.

No project-size threshold. The only dollar cutoff is an annual-earnings floor: "Any person who earns less than five thousand dollars annually for construction services is not a contractor for purposes of the Contractor Registration Act." (Neb. Rev. Stat. 48-2104). Persons working on their own property are also excluded.

No surety bond. "All contractors with one or more employees must provide a current Workers' Compensation Certificate of Insurance (ACORD 25) with the Department of Labor listed as the certificate holder." A contractor whose coverage lapses is removed from the registered-contractor list until an updated certificate arrives.

Permits are local. Neb. Rev. Stat. 71-6406 lets any county, city or village enact, administer or enforce a local building or construction code so long as it adopts or conforms to the state building code; where no conforming local code is adopted within two years of a state code update, "the state building code shall apply in the county, city, or village" (agricultural construction excluded). The state building code itself (Neb. Rev. Stat. 71-6403) adopts by reference the 2018 International Building Code, the 2018 International Residential Code, the 2018 International Existing Building Code and the 2018 Uniform Plumbing Code.
