Garage door rules in Penobscot County, Maine

Licensing in Maine

Maine does not license or register home contractors, but any home construction or repair job over $3,000 must be under a written contract with specific statutory terms, and the statewide MUBEC building code applies everywhere.

Licensing authority
No state contractor licensing board. The Office of the Maine Attorney General, Consumer Protection Division administers the Home Construction Contracts Act; the Maine Department of Public Safety, Office of State Fire Marshal (Technical Building Codes and Standards Board) administers the building code. — official site
State licence required?
No state contractor licence or registration. The Maine Attorney General's page states that Maine "does not license or regulate home contractors." What Maine regulates instead is the contract: under 10 M.R.S. 1487, "Any home construction contract for more than $3,000 in materials or labor must be in writing and must be signed by both the home construction contractor and the homeowner or lessee," with both parties receiving a copy before work begins. The contract must contain the parties' names/addresses/phone numbers, the property location, estimated start and substantial-completion dates, price and payment schedule, warranty provisions covering faulty materials, building code compliance, skilled workmanship and fitness for use, a written change-order requirement, and an addendum copy of the Attorney General's consumer protection information on home construction and repair.
Threshold
$3,000 - but this is a WRITTEN CONTRACT threshold under 10 M.R.S. 1487, not a licensing threshold. There is no licensing threshold because there is no licence.
Permit for a garage door
Maine Uniform Building and Energy Code (MUBEC), 16-642 CMR Chapter 1. Section 4: "The MUBEC applies to all buildings constructed or renovated in Maine regardless of municipal population. The MUBEC must be enforced in a municipality with a population of 4,000 residents or more. If the population is under 4,000, the municipality may choose to enforce the MUBEC." No municipality may enforce a building code other than MUBEC. Section 6 adopts the 2021 editions of the International Building Code, International Existing Building Code, International Residential Code, International Energy Conservation Code and International Mechanical Code, each subject to Maine amendments in Chapters 3-7 of the rules.
