State licence required?
No statewide contractor licence is described by the State. The State's own construction business page says: "In addition to the general requirements for starting a business in Kansas, cities and counties set licensing requirements for construction or contracting businesses." It adds: "Some cities and counties have different types of licenses based on whether the business will work in commercial or resident construction, or both. Specific licenses may also be required for electrical, plumbing, HVAC, or other construction trades." Contractors are directed to contact their specific city or county for licensing details.
Permit for a garage door
Kansas has no statewide building code for private construction; building codes and permits are a local matter. A Kansas city may adopt a model code by reference under K.S.A. 12-3009: "Any city is hereby authorized and empowered to incorporate in an ordinance by reference, in the manner hereinafter provided, any standard or model code or ordinance, regulation having the effect of law of a state officer, board or other agency, or statute, or portions thereof on any subject on which a city may legislate, which standard or model code or ordinance or state regulation is available in book or pamphlet form." Counties act under home rule, K.S.A. 19-101a(a): "The board of county commissioners may transact all county business and perform all powers of local legislation and administration it deems appropriate, subject only to the following limitations, restrictions or prohibitions ..." Whether a garage door replacement needs a permit therefore depends entirely on the city or county - ask the local building department.
Wind load / code
There is no statewide Kansas building code for private construction, so no statewide wind-load requirement applies to a garage door - a real gap in a tornado-exposed state. Wind design comes from whatever code the city has adopted by reference under K.S.A. 12-3009 or the county has adopted under home rule, K.S.A. 19-101a. Confirm the adopted code edition and the local Table R301.2(1) wind entries with the building department; in a jurisdiction with no adopted code there is no enforceable wind-load requirement at all and the design pressure is a contract matter between the owner and the installer.
