Garage door rules in Pasco County, Florida

Licensing in Florida

Florida created a Garage Door Installation Specialty Contractor category, but the statute makes it a VOLUNTARY statewide licence, not a mandatory one — and garage doors must meet Florida Building Code wind and product-approval rules.

State licence required?
There is no mandatory statewide licence specific to garage door installation. Section 489.113(6), Florida Statutes provides that a certified specialty contractor category established by board rule exists as a voluntary statewide licensing category and does not create a mandatory licensing requirement, and that any mandatory statewide construction contracting licensure requirement may only be established through specific statutory provision. A contractor who does hold the certified category may contract in any jurisdiction in the state without meeting that jurisdiction's competency requirements; otherwise local licensing rules apply.
Licence classification
Specialty (voluntary) — Certified Garage Door Installation Specialty Contractor - the s. 489.113(6)(b) category covers window and door installation, including garage door installation and hurricane or windstorm protection. Applications DBPR CILB 5-AQ (individual) and 6-AQ (qualifying a business) are incorporated by Rule 61-35.010, F.A.C. details
Permit for a garage door
Section 553.79(1)(a), Florida Statutes makes it unlawful for any person, firm, corporation or governmental entity to construct, erect, alter, modify, repair or demolish any building within this state without first obtaining a permit from the local enforcing agency. The enforcing agency issues the permit when the plans and specifications comply with the Florida Building Code, the Florida Fire Prevention Code and the Life Safety Code.
Wind load / code
In wind-borne debris regions, glazed openings must be impact resistant or protected with an impact-resistant covering. Garage door glazed opening protection for wind-borne debris must meet the requirements of an approved impact-resisting standard or ANSI/DASMA 115, and impact-resistant coverings must be tested at 1.5 times the design pressure determined under Florida Building Code, Building Section 1609 or ASCE 7. Section 1609.1.2 applies to glazed products, so a non-glazed door is not required to be protected under 1609.1.2 outside the High Velocity Hurricane Zone.
