Licensing authority
Connecticut Department of Consumer Protection (DCP) — official site
State licence required?
'An individual and/or business is required to register with the Department of Consumer Protection if they are contracting with a consumer to perform work on residential property.' Under CGS Sec. 20-419 'home improvement' includes the construction, replacement, installation or improvement of garages, roofs, siding, doors and windows, among other work on residential property, where the total price agreed between contractor and owner exceeds $200. CGS Sec. 20-420: 'No person shall hold such person out to be a contractor or salesperson without first obtaining a certificate of registration from the commissioner.'

$200 - work where the contract is less than $200 is excluded from the registration requirement; the CGS 20-419 definition applies where the total price for all work agreed between contractor and owner exceeds $200.
Bond / insurance
'All applicants must obtain general liability insurance of no less than $20,000 to be eligible for a home improvement contractor registration.' No surety bond is listed; DCP administers a Home Improvement Guaranty Fund.
Permit for a garage door
The 2022 Connecticut State Building Code 'applies to all newly-constructed buildings, as well as those undergoing alterations, additions, or changes of use' and 'applies to projects with permit applications filed from October 1, 2022'. It is based on the 2021 International Codes (including the 2021 IRC) and references ICC A117.1-2017.
