State licence required?

No state licence. DORA's own consumer page on home and repair states: "Be aware! Not all occupations are licensed, such as roofers and general contractors. However, laws may exist in your county that provide consumer protections, so be sure to check with your city before hiring an unlicensed professional." There is no state-level garage door or general contractor licence in Colorado; any requirement comes from the local jurisdiction.

Permit for a garage door

Colorado has no mandatory statewide building code. The state's Planning for Hazards resource (Colorado Department of Local Affairs) states: "While the state does not have a mandatory code, most local governments in Colorado have adopted all or most of the International Codes listed above" (including the IBC and IRC). Code adoption requires formal adoption by the local governing body, so whether a garage door needs a permit depends on the city or county.
