INTERNATIONAL BUILDING CODE shall mean the Arkansas Fire Prevention Code, Volume II. INTERNATIONAL RESIDENTIAL CODE shall mean the Arkansas Fire Prevention Code, Volume III." Section 104.3.2 gives the State Fire Marshal’s Office "statewide jurisdiction," provides that "Rules of the State Fire Marshal’s Office establishing minimum standards shall not prevent any district, city or county from enacting more stringent regulations," and provides that where a jurisdiction has established a building department and building official, "the primary responsibility for administering and enforcing Volume II (Building Code) of the AFPC shall fall to that established administrative authority."
